PM-DevINE Scheme: Key Facts
The Prime Minister’s Development Initiative for North Eastern Region (PM-DevINE) scheme is a Central Sector project launched in the Union Budget 2022-23 with the following key features:
Objectives:
- Rapid and holistic development: To accelerate the development of the North Eastern Region (NER) by funding infrastructure and social development projects based on the specific needs of each state.
- Gap filling: To address existing gaps in various sectors, complementing other central and state schemes, not replacing them.
Funding:
- 100% Central funding: Entirely financed by the central government with an outlay of ₹6,600 crore for the period 2022-23 to 2025-26.
- Initial allocation: ₹1,500 crore allocated in the 2022-23 budget.
Project selection:
- State and central proposals: Projects can be submitted by both NER states and Central Ministries/Departments.
- Empowered Committee: A committee evaluates proposals based on specific criteria (maximum/minimum project amount, location-specificity, etc.).
- Convergence: Projects encouraged to align with the PM GatiShakti initiative for integrated infrastructure development.
Current status:
- Launched in October 2022: Cabinet approval granted in October 2022.
- Projects approved: Initial list of seven projects approved, with ongoing project approvals.
- Implementation: Ministry of Development of North Eastern Region (DoNER) is the implementing agency.
